Shay (Shako) David

Founder and CEO

Over the past 18 years, I have worked in consulting and entrepreneurship with expertise in public policy, regulatory, government affairs, Israeli politics, parliamentary practices, and local government. 

​

In 2018, I founded SHAKO Boutique Services as a self-employed business, and I have since been supporting companies, organizations, and managers with their challenges. 

 

In 2021 I founded The Israeli Association of Friends of Stefan Zweig (a non-profit company); since then the association has been managed by me. 

​

Between 2018-2020, I worked at APCO Worldwide's Tel Aviv office as Director of Government Affairs, and between 2015 and 2017 I was a senior adviser to the Knesset Economic Affairs Committee Chair (who was also the Chair of the Parliamentary Committee on Financial System Conduct in Credit Agreements with Large Business Borrowers during 2017). Previously, I served as a member of the Economic Advisory Team for the Head of the Israeli Opposition.  

 

During my years in the Knesset, I oversaw major economic legislation and regulation processes in a variety of sectors, including: the comprehensive reform of the automotive industry, the regulatory reform of the telecommunication infrastructures market, the regulatory reform of fishing, the reform of public broadcasting, and the consultation process for the natural gas regulatory framework. 

 

During 2010-2014, I served as the Head of the Local Government Reform Project at the Lauder School of Government at the Interdisciplinary Center, Herzliya, and the Project Manager at Tel Aviv University's Institute of Local Government.

Diplomacy and Strategy are my areas of specialization in my BA in Government and MA in Public Policy which I received at the Lauder School of Government at the Interdisciplinary Center, Herzliya.
